There are many more investment financiers than project financiers.
By project finance, we mean development finance during construction. The reason why there are fewer project financiers is because foreign parties often lack the local knowledge and contacts to run the process if a development goes wrong.
Yet we are able to get foreign parties to act as project financiers. This is still possible (fortunately) with several parties directly, but often we syndicate the loan with a local major bank.
The local major bank acts as co-borrower and acting agent for the loan, with which pension, insurance and banking money can still be financed. Usually at better terms and higher leverage than traditional financing.
